Medicaid Administrative Claiming (MAC)
Early Childhood Intervention
General Information
Texas has operated the Medicaid Administrative Claiming (MAC) project since 1995. MAC is the cost-based reimbursement methodology that Texas uses to draw down federal matching funds for activities that facilitate client access to medically necessary Medicaid-funded services. The Texas Health and Human Services Commission (HHSC) has partnered with local Early Childhood Intervention (ECI) Programs throughout Texas to implement MAC for providers of ECI services. The purpose of this partnership is to assist HHSC in providing effective and timely access to care for Medicaid recipients, more appropriate utilization of Medicaid covered services, and to promote activities that reduce the risk of poor health outcomes for the state's most vulnerable populations.

Participation Documents
Contracting Information
In order to participate in the MAC program, districts must first enter into a MAC contract with the Texas Health & Human Services Commission (HHSC).
In addition to the contracting process, each ECI provider must also meet HHSC training requirements to include Random Moment Time Study (RMTS). An ECI provider that is interested in participating for this upcoming Federal Fiscal Year (FFY) should consider beginning the process as soon as possible, as it may take a couple of months to complete all paperwork and training requirements.
