Welcome the Newborn Medicaid Identification  Number Project website.

Faster reimbursement to health care providers is possible through a new process designed to assign newborn Medicaid identification numbers more quickly and efficiently. Participation in this hospital-initiated process is open to all hospitals currently using Texas Department of Health (TDH) Certificate Manager software to submit birth certificate information electronically to the TDH Bureau of Vital Statistics (BVS).

Instruction from a BVS Field Services Representative and completion of a minor electronic enhancement by TDH will enable hospitals to electronically transmit Texas Department of Human Services (TDHS) Form 7484 using hospital-based BVS Certificate Manager software. Submission of this form results in initial Medicaid coverage for newborns and assignment of a Medicaid identification number. When used effectively and to its full potential, electronic transmission of TDHS form 7484, along with the birth certificate information, speeds assignment of Medicaid numbers to newborns and subsequently expedites reimbursement to hospitals and other providers involved in newborn care.

This expedited Medicaid enrollment process is beneficial to all Medicaid providers delivering care to newborns. It is especially helpful to providers in Medicaid managed care service delivery areas reimbursed by Medicaid managed care organizations.
