The Historically Underutilized Business (HUB) Program of the Building
and Procurement Commission (formerly the General Services Commission) has
been tasked with the reporting of expenditures made by state agencies and
institutions of higher education during each fiscal year. The Statewide HUB
Report also provides information on the total utilization of HUBs.

State agencies with biennial budgets that exceed $10 million are required to
designate a staff member to serve as the Historically Underutilized Business
(HUB) Coordinator for the agency during the fiscal year. The Coordinator
advises and assists the agency Executive Director and staff in complying
with the requirements relating to the Historically Underutilized Business
Program.

State agencies are required to design a program of forums in which
historically underutilized businesses are invited by state agencies to
deliver technical and business presentations that demonstrate their
capability to do business with the agency. The Building and Procurement
Commission (formerly the General Services Commission) also provides
opportunities statewide for business owners to network and meet key
purchasers, HUB Coordinators, senior management personnel and obtain
information regarding procurement opportunities.
