The Historically Underutilized Business (HUB) Program of the Building and Procurement Commission (formerly the General Services Commission) has been tasked with the reporting of expenditures made by state agencies and institutions of higher education during each fiscal year. The Statewide HUB Report also provides information on the total utilization of HUBs.

State agencies with biennial budgets that exceed $10 million are required to designate a staff member to serve as the Historically Underutilized Business (HUB) Coordinator for the agency during the fiscal year.
