Home and Community-Based Services Workforce Advisory Council


The Health and Human Services Commission (HHSC) is soliciting nominations for the Home and Community-Based Services Workforce Advisory Council.  The application deadline is Oct. 22, 2009. [Download the application]

Background
The advisory council is charged with identifying and studying direct care workforce issues, including wages and benefits, turnover, recruitment, training and skill development, and retention of personal attendants. Members also will assist in the development of a report that will include an analysis of the current and anticipated funding needs of the state’s direct care workforce and identification of any significant barriers in meeting those needs.

Travel expense reimbursement.
HHSC has no appropriation authority to pay any travel and lodging expenses for members of this council.  Travel and lodging will be the responsibility of each member.

Advisory council membership
The advisory council will be composed of nine members, including:

  • One recipient of home and community-based services.
  • One family member of a child who is receiving home and community-based services.
  • Two individuals who are currently providing attendant services to recipients of home and community-based services.
  • One representative of the Disability Policy Consortium.
  • One representative of a local mental retardation authority.
  • One representative of the Texas Association for Home Care.
  • One representative of the Private Providers Association of Texas.
  • One representative of a nonprofit working to increase access to services for older adults and their families.

In addition to having knowledge of or familiarity with home and community-based services, and direct care workforce issues, applicants should meet the following qualifications:

  • If applicable, be in good standing with Medicaid and other state human services programs.
  • Commit to full participation in activities including attendance at regularly scheduled meetings.
  • Be free from conflicts of interest.
