The Texas Health and Human Services
Commission (HHSC) announces a tentative contract award
for Program and Administrative Services, RFP #
529-06-0277, to Texas Pregnancy Care Network. This award
is contingent upon the successful negotiation and
execution of a contract. In the event negotiations are
unsuccessful, HHSC may initiate negotiations with the
next successful vendor or vendors. |

HHSC posts a
clarification to RFP # 529-06-0277. The Program and
Administrative Services RFP # 529-06-0277 states on page
12 that the "administrator is responsible for
providing a viable and effective program promoting
alternatives to abortion for females across the state
who may be pregnant and unsure of whether or not
to have the child." The response to vendor
questions 15 and 16 includes the statement "The
pregnancy test is not an allowable service/good because
this program is targeted at women who are
pregnant, not those who think they might be. This
clarification confirms that this program is targeted at
women who are pregnant. |

from 520-06-0270 to 529-06-0277. |

The
Texas Legislature has provided direction and funding for
the Texas Health and Human Services Commission (HHSC) to
establish a program that assists low income females by
providing services that promote childbirth as an
alternative to abortion (Section 50, Special Provisions,
Article II, HB 1, The General Appropriations Act, 79th
Legislature, Regular Session, 2005). HHSC intends to
issue a Request for Proposals to develop and implement
this program.
To
facilitate this process, HHSC is releasing this draft
Request for Proposals for comments from the service
provider community. All comments are welcome, but HHSC
is particularly interested in comments from service
providers regarding the following areas:
Program
structure:
Are there viable service delivery models that HHSC
should consider other than that specified in the
RFP?
Coverage
and accessibility:
Are there any issues HHSC should consider regarding
the provision of and accessibility to services
statewide?
Budget
and performance:
Are the performance measures and deliverables in the
draft RFP appropriate? Are the budget and
performance templates helpful?
Timeframe:
What issues might there be in meeting the proposed
timeframe?
